Marine Vapor Control System (MVCS) Operational Reviews can be stressful. All certified marine vapor control system facilities are subject to strict government oversight. MVCS facilities must perform an operational review every five years in order to maintain compliance with the U.S. Coast Guard’s (USCG) vapor control system regulations.

That means a bad operational review can result in a shutdown. Fortunately, Aura Engineering is here to prevent that from happening. We make MVCS Operational Reviews as simple and painless as possible so that our clients maintain compliance with confidence.

Aura Engineering’s experienced team has been helping clients maintain compliance with USCG regulations for decades. Beginning in 1990, various federal and state regulations have required various marine transfer facilities to control their volatile or hazardous cargo vapor emissions. The Coast Guard, under the Clean Air Act Amendments of 1990, is responsible for ensuring that vapor control systems installed to collect these cargo vapors meet minimum safety standards for design and operation.

In 2013, the latest edition of the vapor control system regulations (33 CFR 154 Subpart P) started a new operational review process. This review process requires all marine vapor control systems (MVCS) to be reviewed by a certifying entity every five years.

Aura Engineering is just such a certifying entity. Our compliance team performs operational reviews across the United States for companies large and small, and we can help ensure your operational review is smooth and successful as required by 33 CFR 154 Subpart P. We work closely with each client to ensure that you have all the information and assistance you need to maintain compliance.

If you’re not sure your facility is ready to pass an operational review, we can help. We offer a service we call pre-operational review gap analysis to address any potential problems that might be uncovered during the official review process.

During the pre-operational review gap analysis, our technical personnel will put your MVCS through the same tests that will occur during your operational review. Following these on-site tests, Aura will provide a detailed report that will outline any maintenance services and equipment that your MVCS needs in order to pass the review and maintain regulatory compliance.

Once recommendations are made, our service and equipment procurement teams will quickly get to work preparing your system for its operational review (OR). After providing a pre-operational review gap analysis, Aura can no longer be the certifying entity on record for your operational review. Instead, for the ease of our clients, we will remain your point of contact and schedule another trusted certifying entity to come out and complete the OR. Aura will be your one-stop shop for all your USCG compliance needs.
